al Aviation Administration
advisory committee rec-
ommended Thursday that
airline passengers be al-
lowed to use smartphones,
tablets, e-readers and other
personal electronic devices
during takeoffs and land-
ings, according to industry
officials familiar with the
committee’s deliberations.
Under the recommenda-
tions, passengers would be
able to use most devices,
although some would have
to be switched to airplane
mode. Downloading data,
surfing the Web and talk-
ing on the phone would
still be prohibited. But
people could still read
e-books, listen to music,
watch movies, play games
and do work.
Colo. farmers arrested
in fatal outbreak
DENVER
The owners
of a Colorado cantaloupe
farm were arrested Thurs-
day on charges stemming
from a 2011 listeria epi-
demic that killed 33 people
in one of the nation’s
deadliest outbreaks of
foodborne illness.
Federal prosecutors said
brothers Eric and Ryan
Jensen were arrested on
misdemeanor charges of
introducing adulterated
food into interstate com-
merce. Each man faces six
counts.
Navy orders parallel
probe into massacre

Navy on Thursday ordered
an in-depth investigation
into the Washington Navy
Yard massacre and the
events that led up to it,
including a detailed look at
the shooter, his mental
health background and

Ex-teacher freed after

was released from prison
Thursday after completing
a30-day sentence for rap-
ing a 14-year-old student, a

SOCHI, Russia
The International
Olympic Committee doesn’t have
the authority to intervene in Rus-
sia’s law banning gay “propaganda”
and is convinced there will be no
discrimination against athletes or
spectators at the Winter Games in
Sochi, a top official said Thursday.
Jean-Claude Killy, chairman of
the IOC Coordination Commission,
gave his stamp of approval of Rus-
sian preparations for the games dur-
ing a news conference after the
commission’s 10th and final visit to
Sochi before the Olympics, which
begin Feb. 7.
Russia has come under scrutiny
as the next host of the Olympics
because of the law passed this
summer outlawing “propaganda of
nontraditional sexual relations
among minors,” which many worry
may apply to gay athletes and visi-
tors to the games.
Killy said the commission con-
sidered the issue carefully and, in
the end, was fully convinced that
Russia will respect the Olympic
charter, which prohibits discrim-
ination of any kind. He said the IOC
had received written assurances
from Russian officials that there will
be no discrimination.
“The Olympic Charter states that
all segregation is completely pro-
hibited, whether it be on the
grounds of race, religion, color or
other, on the Olympic territory,” he
said.
“That will be the case, we are
convinced. Another thing I must
add: The IOC doesn’t really have
the right to discuss the laws in the
country where the Olympic Games
are organized. As long as the Olym-
pic Charter is respected, we are
satisfied, and that is the case.”
The Human Rights Campaign,
the largest gay rights organization
in the U.S., condemned the IOC’s
assessment of the Russian law.
“If this law doesn’t violate the
IOC’s charter, then the charter is
completely meaningless,” HRC
President Chad Griffin said in a
statement.
“The safety of millions of (lesbi-
an, gay, bisexual and transgender)
Russians and international travelers
is at risk, and by all accounts the
IOC has completed neglected its
responsibility to Olympic athletes,
sponsors and fans from around the
world.”

The
rivalry between the San
Francisco Giants and Los
Angeles Dodgers turned
deadly when a fight after
the division rivals played
each other ended in a fatal
stabbing, police said.
The altercation several
blocks from the stadium
Wednesday night was the
second violent confronta-
tion between the teams’
fans in the past several
years to end in death or
serious injury. A Northern
California paramedic and
Giants fan suffered a trau-
matic brain injury after
two men dressed in Dodg-
ers gear attacked him fol-
lowing a game in Los An-
geles in March 2011.
The Dodgers said the
victim in Wednesday’s at-
tack, Jonathan Denver,
was the son of one of the
team’s security guards at
Dodger Stadium.
San Francisco police
said Denver, 24, was walk-
ing with his father, broth-
er and two other people
not far from the Giants’
ballpark Wednesday night
when their group ex-
changed words with some
Giants fans who were
leaving a nightclub. The
exchange turned physical,
and Denver, who was
wearing Dodgers gear,
was stabbed to death.
Denver’s group attend-
ed the game but left in the
eighth inning. His attack-
ers did not attend the
game, police said.
Police Chief Greg Suhr
said two people were in
custody and that one of
them, 21-year-old Michael
Montgomery of Lodi, will
face a homicide charge.
Violence has marred
previous contests be-
tween the teams. In 2003,
Giants fan Marc Antenor-
cruz, 25, was fatally shot
by a group of Dodgers
fans after a drunken argu-
ment at Dodger Stadium.
Bryan Stow, the para-
medic and Giants fan,
spent two years in hospi-
tals and rehabilitation
centers after his beating in
2011. Two Dodgers fans
are awaiting trial on
charges in the incident,
which sparked outrage
and brought stadium se-
curity changes across the
country.
